New York Mayor Michael Bloomberg on Monday proposed requiring that cigarettes be hidden from view in retail stores as a means to reduce smoking in what he said would be the first law of its kind in the United States.

Bloomberg plans to introduce to the City Council on Wednesday two bills that would require retailers to keep cigarettes in a drawer, behind a curtain or in some other concealed location.

Some retail trade groups and tobacco companies criticized the proposed display ban as an unnecessary burden.

"These laws would protect New Yorkers, especially young and impressionable New Yorkers, from pricing, discounts and exposure to in-store displays that promote tobacco products," Bloomberg told a news conference at a city hospital.

"Such displays suggest that smoking is a normal activity and they invite young people to experiment with tobacco. This is not a normal activity," he said.

Stores would still be allowed to advertise and display pricing information but the actual tobacco products would only be visible during a sale or restocking.

Under current federal and state laws, cigarettes must be accessible only to a store's cashiers, and in many city stores they are prominently stacked on a wall behind the cash register.

The proposal would also increase penalties on stores that illegally resell cigarettes smuggled in from states with lower tobacco taxes, which Bloomberg said cost the city $30 million in lost tax revenue every year.

This guy is something.....huh? Is he willing to give up all the money that is made off of Cigarettes? Ready to give up those taxes over cigarettes? He will decide for all New Yorkers.....huh? How can NYers put up with this guy? To top it off they give this POS a 3third term. First Salt in foods, then Sugary Drinks, and Now Cigarettes. What's Next Beer and Alcohols?

Ok, but there is still salt in foods, sugary drinks, and nothing about this says you cannot sell tobacco, it just makes it really annoying for the clerk. Oh, and beer is an alcohol drink. I can see a good deal of opposition to nanny bloomburg's idiocy, but making this many mistakes doesn't help you.

If NYC wants to ban something, why not start with the "stupid pills" - bloomberg is clearly an addict.

Yea God forbid anybody be concerned about our health. Just because we get sick and cost the Govt. tons of money. If I want to get sick that's my right as an American and they can pry it out of my cold dead hands. Oh wait that's what happens from smoking cigarettes.

Well they will still be able to put up Advertising and that would still show a pack of cigarettes. Despite there being salt in foods and sugary drinks which obviously he didnt try to ban out all salt or sugar. This doesn't change the facts that that someone else is deciding for others and how they will affect those choices.

Moreover this affects more than the clerk as it affect the business owners. As well as those who smoke. If for some reason they are out of the brand a person normally gets. Well more than likely they would want see what the Business would have so that the individual could accept it as an alternative. Also are cigarettes a legally sold product?

Yeah I can see a lot of opposition too. Especially from those who say Bloomberg doesn't run my business nor does he tell me how to set up my business which is set up in a way for efficiency. To promote Business and keeping the customers happy.

Today we can't smoke cigarettes. Tomorrow, books start getting banned.

I guess the government should be dictating everything we do in order to maximize health efficiency. Why are you on the internet instead of being at the gym, citizen?

New stats suggest that smokers cost taxpayers less because they don't live as long - and therefore MANY less years of SS payment, medicaid, etc.

Can we just ban the New York mayor and be done with it?

What a scumbag.

Like I said, i don't like his nannyism, but when you lie like that and people realize what you are saying is not actually happening you become like our cable news networks.

It is annoying to the consumer who would like to try different things, but for the most part smokes are bought out of habit, or because they are the popular brand. This whole thing actually reeks of an attempt to hide cheaper alternatives to boost sales of marlboro and newports. if they really want to make laws that keeps kids from smoking they should outlaw parents who say no to kids smoking. there is the biggest cause of kids smoking right there, being a damn nanny. I tell you if you told kids they could not peirce their skull with a railroad spike we would have a real population crisis.
Also are cigarettes a legally sold product?

Aren't many legally sold products regulated in some way or form?

I agree the anti-smoking nannies are getting way out of control, but nothing is going to stop smoking.

When the choice is between an authoritarian control freak and an authoritarian control freak who will also leave you city bankrupt...Bloomberg it is.

Did you just make that up or were you holding onto it for a while?

I really can't stand the tendency of people to make bold claims without backing it up at all.

There is no lie with Bloomberg having the thought that he believes he can make choices for others. Moreover and do so basing excuses on Health or public safety and preaching it is done for the betterment of all.

Lets not forget he was the one to issue the Smoking ban in NYC as well. Or was behind it.

Well, also Bloomberg would stop them from Honoring Coupons and Discounts too he is also proposing a minimal price.

Shops from corner stores to supermarkets would have to keep tobacco products in cabinets, drawers, under the counter, behind a curtain or in other concealed spots. Officials also want to stop shops from taking cigarette coupons and honoring discounts, and are proposing a minimum price for cigarettes, below what the going rate is in much of the city now, to discourage black market sales.

The ban on displaying cigarettes follows similar laws in Iceland, Canada, England and Ireland, but it would be the first such measure in the U.S. It's aimed at discouraging young people from smoking.

"We're doing these health things to save lives," Bloomberg said Monday.

The billionaire mayor, who also has given $600 million of his own money to anti-smoking efforts around the world, began taking on tobacco use shortly after he became mayor in 2002. Adult smoking rates have since fallen by nearly a third — from 21.5 percent in 2002 to 14.8 percent in 2011, Health Commissioner Dr. Thomas Farley said

Stores that make more than half their revenue from tobacco products would be exempt from the display ban. Customers under 18, the legal age for buying cigarettes in New York, are barred from such stores without parents.

New York City smokers already face some of the highest cigarette prices in the country. Including taxes, it's not uncommon for a pack to cost $13 or more in Manhattan. The proposed minimum price, also including taxes, is $10.50.....snip~

Holding up the sales at a Convenience store.....how Convenient is that?

If the Revolution War were to take place today, NY and MA would side with the British. :beam:

The weak, spineless, and those easily led will enjoy Bloomie's ideas.

NYers like to be dictated to by that little Napolean.

The sad thing is that I was born in NYC many years ago.

My kids want to visit, but I have vowed to never return, and I rarely say 'never' about anything.

It would make me truly sick to see those subjugated fools on the street.

If NY ever had CCW reciprocity with OH, I might consider it, but that will never happen in my lifetime.

Heh. Now there is a new twist on the numbers.

Ontario has this law and we have had it for years now is it really that big of a deal?

I hope they give him a 4th term and a 5th and a 6th. If he stops being Mayor then he might want to go for a higher office and subject the rest of the country to his nonsense.

If Mayor Bloomberg isn't an example of a man drunk with power I don't know who is. Here is a guy that has been a Democrat, an Independent, and if memory serves me correct, a Republican. He seems to be whatever he needs to be to achieve power. Oh, and let's not forget for all you OWS types out there, he's also a billionaire. In summary, what we have in Mayor Bloomberg is a power hungry elitist pig with no principles bent of fascism.

Way to go New York. You're getting exactly what you voted for.
