    To observe DST, clocks are advanced one hour in the spring and moved back one hour in the fall ("spring forward, fall back" is a phrase many people use to remember this). You lose an hour in the spring and get it back in the fall.

    During the winter, the United States is on standard time. During the summer, the United States is on daylight-saving time. Even though it's an act of Congress, some states (like Arizona) ignore it and don't have daylight-saving time. They are on standard time all year.

    If someone doesn't adjust a clock hours will be lost, that is why I said we make up for that lost time in a Leap Year... It is easier and logical for humans to adjust that missing time as a day...

    Also daylight savings time has everything to do with the Leap Year.

    incorrect. Florida would be one hour ahead of its time zone for four months of the year, and would be on the exact same time for the other eight months.

    currently, Florida and Georgia are in the same time zone. this spreadsheet illustrates what the time would look like in the two states under the new proposal.
