It worked for PPACA, so simply apply a tax for those that do not comply, the SCOTUS likes that approach to cover unfunded mandates.

What would people think of MANDATORY exercise of the second amendment ??
If its mandatory then it really can't be considered a right.I do not think people should be forced to own a gun.If someone wants a gun then that his business and no one else, if someone does not want a gun then that is still his business and no one else.
"A nation can survive its fools, and even the ambitious. But it cannot survive treason from within. An enemy at the gates is less formidable, for he is known and carries his banner openly. But the traitor moves amongst those within the gate freely, his sly whispers rustling through all the alleys, heard in the very halls of government itself. For the traitor appears not a traitor; he speaks in accents familiar to his victims, and he wears their face and their arguments, he appeals to the baseness that lies deep in the hearts of all men. He rots the soul of a nation, he works secretly and unknown in the night to undermine the pillars of the city, he infects the body politic so that it can no longer resist. A murder is less to fear"

In 1982 the city passed an ordinance [Sec 34-21][17]
    (a) In order to provide for the emergency management of the city, and further in order to provide for and protect the safety, security and general welfare of the city and its inhabitants, every head of household residing in the city limits is required to maintain a firearm, together with ammunition therefore.
(b)Exempt from the effect of this section are those heads of households who suffer a physical or mental disability which would prohibit them from using such a firearm. Further exempt from the effect of this section are those heads of households who are paupers or who conscientiously oppose maintaining firearms as a result of beliefs or religious doctrine, or persons convicted of a felony.
Wait a minute, that law just says "everyone has to have a gun, unless they don't want to."

It probably hasn't been struck down because it has never been actually enforced, and therefore never challenged.

It does not mandate that it be loaded, carried or fired. No worse than PPACA.

Just like "private" medical care insurance?

You can't force anyone to one a gun just like you can't stop a person from owning a gun. It's not a law that can stand to scrutiny.

No, but at least they exempted the poor and anyone that does not want to buy one (the law allows for conscientious objection). It is more of a please do this law than an outright unfunded mandate.

so - passing it was really a waste of taxpayer dollars? The queen of England of ordinances.
