    Before you get too tingly from Governor Brown's pumping sunshine up your skirts, you might want to speak to a few state workers about the conditions on the ground there. It's not the rosy picture presented. My brother clued me into one trick. He retired from the sheriffs office during one of the frequent cycles where the county is begging any officer who can retire early to do so. Of course they need the officers, they just can't afford to pay them, and the state keeps telling the counties that they can't afford jack either. BUT, the feds are here to the rescue.

    They're handing out federal grants for law enforcement to the counties like hotcakes. My brother was asked back to double dip at a much higher salary, paid from one of these federal grants. Problem? You betcha, the grant will last about six months and then the county is back in the same positon, only worse - far fewer trained officers (training is expensive) and no money to do callbacks on the early retired. And this is just one tactic used to boil the frog.

    But hey the politicos can do victory laps like this at budget time. We'll see where they are in six to eight months.

    Here in Texas one accounting circus trick used to ‘balance the budget’ was to hold off fund transfer to school districts until the date crossed over into the next fiscal year. They paid the prior year’s ISD budget with the new year’s money, then did an accounting “adjustment” to move the charge on the state budget back to the prior year. So the prior year budget had a deficit but since that was in the past, no problem!

    In NJ they skipped pension fund payments and called it a balanced. *shrug*

    Tough times, getting through the recession.

    TX has a surplus due to it's receiving huge $$$ from the FEDS and a doubling of the states debt

    Weather, Well, we have the Mojave Desert and Texas has…well Texas. but we have beautiful beaches and in the same day if you want to you can go skiing.

    Yes. I'm sure the state workers were very honest about how the Fed bailed them out and how TX debt doubled
