    Under the normal budget process that Republicans have of course stymied, BOTH the Hosue and Senate would develop a non-binding budget resolution based on the President's budget that apportioned spending guidelines among the various committees of jurisdiction. These and their subcommittees would draft a series of a dozen separate pieces of authorizing and appropriating legislation. Once passed on the floor, the respective House and Senate bills would go through a conference committee to iron out any differences, the final agreed bill would be re-passed by both houses, and it would then be sent to the President for signature or veto. That's how things are supposed to work, but Republicans don't play that game anymore.

    When has the Senate presented that resolution? How many votes did the President's budget get? Answer, the Senate hasn't presented a budget resolution in three years and the President's budget got zero votes. Now that is real leaderhship which partisans blame on the Republicans. Just goes to show what idiots Obama supporters are.
