Actually, if you really want to know the taxes taken out of a person earning between 0 and 100k are far more important to them than the taxes taken out of the people above that. Mitt romney gets 20 million a year, and if he gets taxed at thirty percent he comes home with 14 million per year. That is still 140 times as much as a person earning 100k per year without taxes taken out. So yes the money that the middle and poor class pays in taxes is far more valuable to them than the money the rich pay in taxes.

The reason former commie countries have a flat tax is because it is what was "inherited" by the political class from the communists and in many former communist countries, the political class that was emerging under communism have become the leading class in today's politics. So of course they would maintain the same taxation.
Don't get me wrong. I am not saying that one form of taxation is better than the other. After all, numerous nations outside of communism had the flat tax. It is however the communists that made the flat tax a staple mark of their society.
