Lowering capital gains results in new investment, dividends, and business activities which increase shareholder value.
Actually, new investment and dividends decrease share value. Business activity can increase (and could decrease) share value, but business activity comes from the sale of goods or provision of services, which directly results from consumer purchases, not from investment.
