    This is something I used to do for a living (Social Media, not disrespect of veterans). A lot of this depends on whether or not the agency had a Social Media/morality clause in their HR - but, regardless, a stupid picture to take - and an even stupider thing to upload to Facebook. Based on my limited knowledge - she got what she deserved. Though very sad that one mistake can ruin a career.
