Explain how one would "steal" time.

Stealing time is easy, typically it goes like the employee gets such tight project deadlines, that he can no way finish any of the work in 8 hour workdays, so he must use his free time at home, that he would be normally spending with his children or family, I guess. This is done regularly, on the books 8 hours are booked, but 12 hours of work is scheduled and expected to complete at the 8 hour schedule. This is how the private sector rolls, as a rule, and this is how they determine how many people to hire for a project.
 
As just a concept, an attempt to put all French kids on the same level with zero help coming from parents will not accomplish anything. Parents that want to help will do so homework assigned or not. They will take an involvement no matter what the hell government says. What an idiotic proposal.
