Breivik has at least 10 to make it look like he has changed his act before he is eligible to be released.Breivik is not crazy so I am pretty sure he can keep his emotions, how he behaves and what says in check.
"A nation can survive its fools, and even the ambitious. But it cannot survive treason from within. An enemy at the gates is less formidable, for he is known and carries his banner openly. But the traitor moves amongst those within the gate freely, his sly whispers rustling through all the alleys, heard in the very halls of government itself. For the traitor appears not a traitor; he speaks in accents familiar to his victims, and he wears their face and their arguments, he appeals to the baseness that lies deep in the hearts of all men. He rots the soul of a nation, he works secretly and unknown in the night to undermine the pillars of the city, he infects the body politic so that it can no longer resist. A murder is less to fear"

It is not speculation.A country that actually cares about the victims does not coddle inmates, does not create a 21 year max sentence, and does not release inmates based purely on the inmate no longer being deemed a threat.

"preventive detention," which means it is unlikely he will ever be released.

Norway's justice system is not based on punishment, revenge or concern about the victim. Its based on 'reforming' the inmate and releasing the inmate once he is deemed no longer a threat. That means it doesn't matter what crime the offender has committed or how many people the offender killed.

techincally every justice system is based on reform but obviously in extreme cases like this one some cases are beyond reform and do not deserve to be released. The public in Norway would go crazy if he was realeased which is why the guy will never be released. We can sit here and argue till we are blue in the face but the fact is he has a 21 year sentence and according to most legal experts will have that extended.

While I find the Norwegian justice system to be too lax on crimes like this (personally, I think he should die for what he did), the results kind of speak for themselves. Their recidivism rate is MUCH lower than ours is, so they're doing something right. We could take some lessons from them on how we deal with prisoners I think.

I'd be very curious to know what the population of Norway thinks about it though. Do they think his sentence is justice for his crimes?

Who knows.I seriously doubt most of these countries with similar or lower incarceration rates to Norway coddle their inmates. So I imagine that many of those prisons are a lot stricter that ours.
