Second ICE staffer claims anti-guy bias by Homeland Security Secretary Napolitano

There isn't enough information available to make a logical conclusion that the was or was not "anti-male discrimination" going on. Nothing here but a sensationalized article in a sensationalizing tabloid, giving only one side of the issue. I'll wait until both sides have their day in court to pass judgment.
