All the city would have to do is put up no parking signs orre stricted length or time of parking. A person's personal parking obligations for parking at their own property is having parking places for themselves on their own property, not reserving a public street for themselves. Not go berserk because the street doesn't have a reserved-for-them sign.
But what is happening is rather obvious in fact. If people are illegally parking, they ticket the car - not go arrest or ticket the person they are going to see. They COULD end a problem if there is one with parking signs. But is it certain instead they wanted to ticket and arrest him.
How many times has code enforcement come into YOUR house or apartment to check for code violations? I bet NEVER. I bet they didn't come an measure your doors and check out your sprinkler system and emergency exit signs that you don't have.
