Depends where you live. If you live in a blue state, a swing state, or even a moderately red state, it almost certainly will. A 100% matching grant from the federal government is simply too good a deal for any intelligent governor/legislature to pass up. And even if you live in a bright red state that hates Obama to the point it's willing to turn down free money, it might take a bit longer but eventually they'll probably quietly get on board too, after the furor has died down.And yeah...thats still assuming that my state participates. Will it? I have no friggen clue and sure as hell won't count on it.

AUSTAN GOOLSBEE: I think the world vests too much power, certainly in the president, probably in Washington in general for its influence on the economy, because most all of the economy has nothing to do with the government.
