    IMO, there are certainly folks who genuinely feel that we should lock down the border before addressing comprehensive reform (illogical as it may be), but this is primarily an argument foisted on the gullible by those who are simply dead set against immigration reform.     We can just keep deporting the same illegal alien criminals over and over. You see, this is why we send criminals to jail/prison instead of sending them home. They are not very likely to simply stay home, so instead, we pay lots of money to lock them up in jails/prisons. I know it sounds silly to you, but surely, even you, can see that by not securing the border, it is then much more likely for illegal aliens, INCLUDING terrorists, smugglers and other fairly nasty folks, to (re)enter the U.S., should they have that desire. We tried amnesty, and what did it do? It made those, that USED to be willing to work so cheaply, stop that nonsense, since they then had RIGHTS and could get better jobs. They were IMMEDIATELY replaced by a new wave of illegal immigrants, flocking in over our wide open border, quite willing to work cheaply, but for far much more than in their homeland. Rinse and repeat?
