Yes, he could close it and send all the detainees home -- including the ones they're pretty sure are guilty of something -- and that would have played how in Peoria?The alternative here is to paint Obama as lame and excuse him for making stupid promises. Bush seemed to get away with doing exactly what he felt he needed to do. Obama, with Pelosi leading the charge, couldn't? And he's the great "Hope?"
You have noticed that the military very much follows the orders of a single man right? Closing GITMO would have happened within wekks given the Presidential order.
Come on... we all know the plan was to move the ones they couldn't release to U.S. prisons and try them or others in U.S. courts. Congress, and to a lesser extent the American people, would not allow this. Unfortunately or not, the President cannot really imposed martial law and disband Congress over GITMO. He tried, he was blocked, he failed.
