You have noticed that the military very much follows the orders of a single man right? Closing GITMO would have happened within wekks given the Presidential order.
Yes, he could close it and send all the detainees home -- including the ones they're pretty sure are guilty of something -- and that would have played how in Peoria?

Come on... we all know the plan was to move the ones they couldn't release to U.S. prisons and try them or others in U.S. courts. Congress, and to a lesser extent the American people, would not allow this. Unfortunately or not, the President cannot really imposed martial law and disband Congress over GITMO. He tried, he was blocked, he failed.

A pandering speech is trying? Show us how he tried.

Because he is the best chance the right has of getting Obama out of the white house in November.

LOL... it is not my task to present a remedial course on current events. If you don't know what's been going on since Obama was elected, that's your problem.

BTw, feigning obtuseness is never a good idea, since others may be unsure if it is an act.

On the campaign trail, that "close GITMO" line sounded SO good. Reality is that transfering these violent morons to any Muslim country would assure their untimely release (even if we still pay them a lot of "aid" money). Is it not amazing that making a "list" and then simply zapping these morons (and all nearby) with drones is OK with Obama (and the therefore the left) yet rigorous interrogation is "wrong" and "unjust"? LOL

Not sure why you refer to some speech, but let's be more specific:

US President Barack Obama has ordered the closure of the Guantanamo Bay prison camp as well as all overseas CIA detention centres for terror suspects.

BBC NEWS | Americas | Obama orders Guantanamo closure

President Obama took dramatic steps yesterday to reverse Bush administration policies on the detention and interrogation of suspected terrorists, ordering the closure of the U.S. detention camp at Guantanamo Bay, Cuba, and banning the use of controversial CIA interrogation techniques.

. . . . Congress blocked the president from bringing accused terrorists before courts in the US.

Barack Obama abandons Guantánamo closure plan after Congress veto | World news | The Guardian

WASHINGTON — US lawmakers have effectively blocked President Barack Obama's efforts to close the controversial terror prison in Guantanamo Bay, Cuba, by approving a Pentagon budge that forbids spending money on the move.

AFP: US Congress blocks Guantanamo closure

Congress on Wednesday signaled it won’t close the prison at Guantanamo Bay or allow any of its suspected terrorist detainees to be transferred to the U.S., dealing what is likely the final blow to President Obama’s campaign pledge to shutter the facility in Cuba.

Now, odds are good later you'll accuse others and myself for not providing factual information. But, the truth is such has been provided repeatedly, and his efforts has nothing to do with some mere speech.

Of the weak field, that is likely true.

Well, thanks to Congress blocking the closing of GITMO, Obama is now just killing every supposed terrorist he can, and all the people caught in the collateral damage of the drone strikes are being retroactively labeled terrorists.
Also, we need to legalize recreational drugs and prostitution.
