There's no legitimacy because it's a plan that wouldn't have worked. Short of literally stealing peoples' identities, none of those people would have been able to vote because they'd need proof of residency to register. (and even then the discrepancy is easily noticed when Jim Jimson from ThisPlace, WI shows up to vote a second time)
Except if Jim Jimson died earlier this year, and hasn't been purged from the voting rolls yet....
