    Even with my limited knowledge, however, I can see that a ban like that passed by a state is not going to accomplish anything.

    Its completely inexcusable for a legislator to be grossly ignorant about the field in which they are passing a law. While sadly politically impossible, that kind of incompetence should be grounds for impeachment. Nothing pisses me off more than people in positions of power who are too LAZY to actually bother to learn about important issues.
