    The US is trying to negotiate with the Chinese Hardliners. The Hardliners and the Really Hardliners are struggling for power using Chen as a pawn. This isn't likely to turn out well for the Chen family.

    Soon this Chen incident will be swept under the rug by the liberal media and he will die a brutal death in some far off prison cell. It will be called suicide or he may just have a "heart attack."

    Reuters reported that China has stated that Chen can apply to study abroad. The news agency reported:

    "If he wants to study abroad, he can apply through normal channels to the relevant departments in accordance with the law, just like any other Chinese citizen," ministry spokesman Liu Weimin said in a brief statement, adding Chen was still being treated in hospital.

    Diplomatically, this formulation may well end the current standoff. The next pivotal moment would occur when or if Chen applies to study abroad.

    In the short-term, China loses nothing. China preserves face by expressing things in a fashion that assumes China alone will ultimately make the choice as to whether to accept or reject any applications. It also removes prospects of showing special favors in stating that it will handle the process the same way it does for all Chinese citizens.

    In terms of concreteness, China has only made a promise to consider any requests by Chen to study abroad. However, it has made no concrete commitments to actually grant those requests at this time. Moreover, there's always the risk that any requests might not reach the right parties or in a proper fashion. The USSR often allowed its dissidents to apply for visas and barriers along the way thwarted successful outcomes absent diplomatic intervention.

    In the longer-run, a lack of flexibility could hurt China, but that risk may lie in the future and likely in the hands of the incoming successor government. For now, China may have removed a cloud that had been hanging over the current talks associated with the strategic U.S.-China dialogue. China finds this dialogue far more important than Chen's case.

    Things could still unravel. The dissident community, Chen and his family, and also major U.S. political leaders/candidates could still find this arrangement unsatisfactory given the lack of concreteness. Establishing trust could also be an issue given differences over what happened when U.S. diplomats were initially denied access to the hospital at which Chen was staying on grounds that 'visiting hours were over.' Campaign-related calculations could also have an impact. For now, China has made its move and effectively tried to punt the issue into the future, not to mention in the hands of the next government. Whether China succeeds remains to be seen.

    Im pretty sure China could give a **** less about who is pres because we have kept the same policy of sending our jobs over seas to them no matter who is pres.. You really should learn how international politics and the world economy works...

    Seems the diplomatic immunity issue with the Chinesse Activist, Chen Guangcheng, has been resolved.

    From theHill.com:

    A Chinese dissident has been given a fellowship at a university in the United States and will be allowed to leave China with his wife and two children, providing a possible solution to a diplomatic crisis for President Obama.

    The Chinese government is expected to arrange travel procedures for Chen Guangcheng, according to Victoria Nuland, a State Department spokeswoman.

    “The United States government expects that the Chinese government will expeditiously process his applications for these documents, and make accommodations for his current medical condition,” Nuland said.

    The development comes hours after Secretary of State Hillary Clinton said the United States was working with Chen to help with his plans and that U.S. Embassy officials had the chance to meet with him at the hospital where he has been staying.

    At the same time, Chinese officials on Friday said dissident Chen — who has been at the center of a diplomatic controversy — could apply for permission to study abroad.

    If The Hill's account is accurate, and I've heard it from additional sources but want to see things carried out, it will be good news. My guess is that there was some form of consideration behind-the-scenes (probably assurances or commitments of some kind to reduce the risk of future situations similar to this case). Exchanging something for something is not necessarily a bad thing if both parties attain net benefits. Not only would Chen and his family benefit, but a prickly issue that could have interfered with the bilateral U.S.-China relationship would have been eliminated. Given the stature of both countries and their interests, a constructive bilateral relationship is critical.
