Without meaningful leverage, it is unlikely that Iran will meet such a request. To date, there's still no agreement among the international community to bar purchases of Iranian oil. There's also no evidence that the U.S. is willing to offer Russia or China a quid-pro-quo to help make such terms feasible. My worry is that this latest demand will again be viewed by the Iranian government as largely empty posturing. If so, Iran will essentially maintain its current nuclear course while using talks and cosmetic concessions to consume additional time.
