    Hmm, according to that definition, just about everyone in the country between the ages of 17 and 45 is in the militia. In that sense I think they're saying that the unorganized militia is the potential candidate pool for the official militia. I don't read it as authorizing private citizens to organize into paramilitary groups.

    Militia, as in the constitutional sense, is the people. These would be military-oriented people. They are, in effect, civilian soldiers, and they are perfectly legal. I'm sure you are familiar with the modern-day Minutemen. They are an unarmed militia. Other militia groups focus on constitutional issues, and teach or organize groups with similar approaches to government. Militia groups aren't hillbillies in the hills of Kentucky sporting automatic weapons. Those would be outlaws. Militias are lawful citizens who have formed groups, and are not a rebellion movement. They are subject to the law, but are not representatives of the law. Think of them as Boy Scouts with guns.

    Why would it have to be "authorized"? The practice goes back to Anglo-Saxon times.

    It's like saying you need to be "authorized" before you make a speech or publish a blog to the Internet.

    That is correct. The reason the draft has a lawful existence and a tier system is to facilitate this, but it's not only for military or paramilitary service I can be deputized by the local sheriff's office or police force during a time of civil unrest or the militia/military however if deputized by a local body I am more likely to be asked to provide my own arms to the effort, or be given a loaner by the deputizing body. There are private militias in existence some good some bad but overall they are still considered part of the overall militia within the U.S.

    EDIT - I missed the authorized part. It's a right to assemble not requiring authorization, however any laws broken will recieve appropriate penalties.
