    Not qualified?! have you looked in every case to say something like that?

    In Saudi Arabia and in Bahrain, the ration of educated shia are more than sunni, and that's because of religous reasons and because the most of sunnis in the arabian peninsula historically are beduins -nomads-, while shia are more civilized and have always lived in cities.

    What is happening in Bahrain is sectarian discrimination, and not that they are not qualified.

    Arab countries have fared far better under monarchies than as republics..

    That Shia minority that are rioting are not particularly well educated... they are as they have always been.
