I'm not really concerned with the ballot reading like a phone book. At this point primary ballots could probably be digitalized, which would make finding the candidate you came to vote for easy.States have to have a way to control ballot access - otherwise the ballot would look like the phone book.
The failure to meet a signature requirement shows a stunning lack of organization, but the requirement should serve an important purpose, because it limits the right of people to pick the candidate of their choice. I'm not sure what purpose the signature requirement serves in this day and age, when it probably doesn't take long at all to craft a ballot form.
