    Geez, wonder if the President timed his request......

    Because perception is more important than reality in politics.

    The SS witholding became a tax back when Lyndon Johnson put the funds in the general fund. Since then, the money has been spent on everything from welfare to war, just like any other tax.

    Yep, you are correct( they used "enacted" rather than "passed both houses" on the disapproval resolution ), and on an interesting side note, the Budget Control bill actually requires both the House and the Senate to reconvene for the possibility of a vote within 2 days of receiving the request.
