Based on reading statement by members, most OWL/99% members don't see the government or business as exclusively responsible. see the unholy alliance of government protection and corporate & financial institutions' greed as the cause. They believe the government's pro-business tax cuts coupled with the anti-regulation & oversight policies and the use of this extra money and freedom from oversight by entities like Big Oil, Big Pharm, Big Healthcare, banks and Wall Street to make unfathomable profits without delivering the promised benefits have caused this crisis.

Doesn't that action make more sense if you blame the government more than wall street?

    What are the "promised benefits?"

Greed ? We have OWS folks in NY complaining about "corporate greed", then in their demands to remedy the want such as:

    1) Their student loans paid for by someone else.
    2) $20 hr to flip burgers
    3) Their healthcare paid for by someone else.
    4) A guaranteed job, paid for who knows how ?
    5) Etc.

Further, when compared to such as the Tea Party, if the Tea Party holds a rally, and the law says they need to be out of the park by 10 PM, then they obey the rule of law.

With these Occupy flea-bags, they ignore the rule of law, and follow the rule of mob. Saying they will not obey the law until they get their way !

Got me hoping Mother Nature has some great ice storms planned for this winter

It is not worth much credence either way.

It's an effective, if crass, way to show discontent with the government. It makes no sense to do it in protest of Wall Street, however.

The basic premise of the OP is flawed. It assumes that if a large percentage believe government is to blame, then those same people do not also blame financial & corporate entities. The truth is a large majority blame both:
78% say Wall Street bears a great deal or a fair amount of blame for the economy; 87% say the same about Washington.
Poll: Washington to blame more than Wall Street for economy

There's no flaw at all. The headlines are correct, and the additional info is all in the link, to include what you stated.

What is important here is to note that the OWS folks, and the Dems supporting them, are trying to make it a "corporate greed" issue, as the flea-baggers are certainly not protesting politicians to any reasoned extent.

Is that surprising ? What do you expect from an astro-turfed protest movement that has at its core an attempt to rally the liberal base against "corporate greed", and then the "GOP" by some selective association ? As the majority of Americans actually see government as the problem, it does not play well that Obama is President, and the Dems have controlled Congress for the last 5 years.

I could go on In the meantime, the Dems are doing a great job of shooting themselves in both feet. More happy hunting to them.

It is not effective in the US under any circumstance. It never plays well here.
