    Nobody who wins a war indulges in a bifurcated definition of victory. War is a political act; victory and defeat have meaning only in political terms. A country incapable of achieving its political objectives at an acceptable cost is losing the war, regardless of battlefield events.

    Bifurcating victory (e.g. winning militarily, losing politically) is a useful salve for defeated armies. The "stab in the back" narrative helped take the sting out of failure for German generals after WWI and their American counterparts after Vietnam.

    With Senator McConnell having played a key role in securing the agreement, a majority of GOP Senators will likely vote for cloture. Added to the overwhelming Democratic Party support for cloture, my guess is that any attempt by Senator Lee to filibuster would fairly easily be cast aside by the Senate (perhaps two-thirds or more Senators voting for cloture). His threat of a filibuster is largely symbolic.

    The House could see a narrower vote. There, too, with Democrats joining a significant number of Republicans, passage is probably likely. Bipartisan support in the House will probably be sufficient to overcome objections from progressive Democrats on one end of the ideological spectrum and Tea Party Republicans on the other, unless new details emerge that raise significant questions about key terms of the agreement.

    Nothing is keeping them from 'knowing the details'

    But since Congress is lazy and their approach to such serious situations is "we'll role all our expenses and responsibilities into one big fat debate and bill and vote on one single budget" I'm surprised any of them give a ****.

    Key (potential) issue with cloture: debate can still continue for up to 30 hours after it is invoked if enough senators are backing the filibuster. Seeing as how our debt issue comes in tomorrow, the timing on this could be problematic. While a few hours delay would probably not result in technical default, it could mean some bills are paid late. I don't know if this would cause significant issue or not, though.

    If Senator Lee were to reject a unanimous consent request to limit debate, it would be potentially problematic (assuming the federal government would run out of cash on 8/2 to meet its needs; a few extra days may remain according to some market estimates). Right now, there is no indication that Senator Lee would still seek to delay the measure if his filibuster aimed at defeating it (unless a balanced budget amendment were attached to it) were thwarted.

    Emanuel Cleaver isn't going to filibuster or otherwise stop anything. He just wants more for his vote, and he's going to get a little more and back down.
