My guess is, it's possible to raise funds independent of taxes, i.e., closing loopholes.

In all seriousness, here in MN the Repubs keep dragging out "racinos" for revenue. Basically it's a racetrack and casino all in one.

I say do it. I have to pay my taxes, I don't have to gamble.

Its code for more tax cuts.

The only way closing of loopholes or anything else on the revenue side of the equation is "revenue neutral" is if it corresponds to an equal amount of tax cuts.

that is pretty much the same proposal that both Paul Ryan and the Bi-Partisan Debt Commission put forth. naturally Republicans would be fine with this.
