An inquiry by the Office of Congressional Ethics began at least a month ago, Tom Fitton, the president of Judicial Watch, the conservative group that recently filed a lawsuit against Hastings on the charges, told POLITICO on Wednesday.
Winsome Packer, a former staffer on the U.S. Commission on Security and Cooperation in Europe, which was chaired by Hastings, alleges that she was the victim of “unwelcome sexual advances” and “unwelcome touching” by the congressman. Packer also claims that she faced retaliation by Hastings and his staff director, Fred Turner, when she tried to report their behavior.
Hastings’s attorney, Tonya Robinson, told the Wall Street Journal that the congressman “in the strongest terms, denies the charges. He is confident that he will be fully exonerated. Mr. Hastings has stated unequivocally that the record will show that the plaintiff’s claims are untruthful and without merit.”
This case is not the first time Hastings has had a run-in with federal ethics rules. As a U.S. District Judge in south Florida, he was impeached and convicted by the Senate for bribery and perjury in 1989, and removed from office.

He was also one of six lawmakers who was being investigated for possible misuse of federal overseas travel funds, though the House ethics committee dropped its probe earlier this year.
