I think he's published about five books by now, actually.
One has to remember that the horror genre is largely aimed at a readership of early teens.
The book in question, while it sounds pretty bad at that, is probably fairly representative of what the genre has to offer, once you get outside the realm of the masters (Poe, Lovecraft) and the reliable artisans (King, Straub, Rice).
This is the "author photo" the reviewer is making fun of.
I feel sorry for writers who publish before they're really ready.
It's true that nearly anyone literate can find a niche and publish (the reviewer suggests that the book in question "The Shadow God", is a self-publication or vanity press effort, and it may well have been; the fact remains that the guy has now been picked up by a legitimate publishing house and published several other horror novels), but obviously, not everyone
should. This may well come back later and bite him in the arse, when he's older and wants to turn to
serious work.
