I think its a pretty close run between Fox and MSNBC.

I considered MSNBC and Fox News to be on roughly even ground in shamelessness.

Fox is the most overtly biased but all mainstream media has a bias. Being more overt about it probably lessens its effect so say the BBC or CNN probably the most biased if you want rank bias in terms of how effective it is.

Fox beats MSNBC by a little bit. Cable news in general is quite poor though. I would recommend watching Newshour with Jim Lehrer over on PBS.

There's a difference between bias and propaganda. Most of mainstream media has has a leftward bias. Fox and MSNBC produce propaganda.

But if we talk global news networks..

Russia Today and Press TV are by far the most biased pieces of crap out there. They often make Fox News look "normal" when it comes to reporting the news and events.
