This is correct. The Chinese have been morally bankrupt for more than 100 years. Of course, the some can be said about any regieme, however, the Chinese, the Russians, and just about every middle eastern country, are far worse than most.

The Chinese government is a failed experiment in tyranny.

The middle east is perhaps the best example because they are little more than a radical, racist, anti-everything, pro-nazi theocratic society of murderers.

My first thought is that they just learned their lesson from the Opium Wars, if you have something we want and we can take it we will take it. China's dedicated a great deal of effort to making sure we know that whatever we may want from them we can't take it. The government is already a pretty thorough enemy of the people, I don't see what a military buildup changes in that regard.
