Well, let's take a page out of Hatuey's book and turn this question around. Say it was a black man that was refused service. Why do they have that policy? Has the hotel had problems with black men before? What his behavior during check in?

In Britain if you arrive at an Inn at night and request a bed and have the money to pay for such, then the Law of the land is that if they have a vacant bed, they are obliged to let you stay.
Whether the same Law applies within the US, I do not know.

You can refuse service to anyone, so long as they're not a member of a protected class and so long as it's not for a discriminatory reason.
