It's not incomprehensible. New Orleans was a bad idea to begin with, people pointed out that it was an idiotic place to put a city even before it was built. Now that we have the opportunity to relocate it somewhere better, we ought to do so, otherwise we're just going to be completely rebuilding the city every couple of years. If the culture and the heritage can't move to the new location, if it's so completely tied to a particular piece of dirt, then maybe it isn't all that worthwhile to begin with.
