There is the same problem in my country. Flanders wants people who live in "social houses" (houses rent at low prices, for poor people) to learn Dutch. Their argument is that if people want to be integrated in a community, they should speak the language of the locals.
And unlike the USA, you can't say that Flanders has historically been multicultural.
What do you think?

Yeah, I know what you mean. Learning German especially opened up a brand new way of saying things. It's one of the two languages I still struggle with. Their grammar and syntax is murder to learn for someone who comes from a mostly latin heritage (French, Italian, Spanish).
