The reason the Saudi's wish to build this 1 Mile high or 1.6093 Kilometer building is really quite obvious.
They obviously have a desire to see actual launch of the Nuclear tipped rocket that the Iranians will fire at them.

Actually you'd be surprised. This is a subject that we had to cover when I was in school for engineering. NASA has been looking into building a mile-high tower for years and years now. Up until now, I think the most realistic design came from a Japanese engineer who figured out a way to have the walls at the base the same thickness as the walls near the top of the tower. This greatly reduced weight and material waste. Interesting stuff really.

I'll see if I can find the links to the contest that NASA had going on a while ago.

EDIT: I just thought I would mention one thing: The cost was the main prohibiter of a project like this. Saudi Arabia might be rich right now but the time and energy that it is going to take to build a tower like this is staggering. I don't know how they think they can pay for it while not bankrupting themselves. Oil is not going to last forever.

There are lots of problems that present themselves with a task like this. Terror attacks or just fires would be a major concern. Eathquakes and other natural forces are at play as well, such as wind. The sheer weight of the structure on the ground and settling is a guess at these dimensions. But yes, cost will be the biggest hurdle.
