Personally, I think judging another person's merits on the basis of his or her ability (and, for that matter, willingness) to contribute to society is perfectly valid.

The only reason I am opposed to the OP's proposal is that there's no way to implement it in a fashion that I am comfortable with. Frankly, as far as the ability to meaningfully shape governmental policy is concerned... I don't see very much difference from the "retards" that the OP is worried about and a large majority of human beings.

Biggest problem seems to me that the criteria for involvement in Western politics has more to do with money than with intelligence, rationality, or commitment to consistent ethical principles.

I'd rather see a law requiring IQ tests for people running for office--rather than for people doing the electing.

And I wish it had been in place eight years ago.

And even if so, who cares? The Government should be more qualified if it has more power. After all, in the history of man-kind Hitler's Germany, and Stalin's USSR were the quickest to be industrialized.

IQ-tests are not valid at all it has no measure for the persons drive, it doesnt take into account a persons test taking abilities and its never accurate enough.
and for school grades are you saying einstien is stupid for failing math in school, or perhaps school is just harder for others? and also Stalins and Hitlers countries were also the quickest to fall. Hitler was also injected with amphetamines every morning.
