From conception to about 8 weeks, it is an embryo.
From about 8 weeks until birth, it is a fetus.
After it is born, it is a baby.
Three seperate terms for three stages of development.

It's the moment that some responsible party looks the child over, deems the child acceptable, and claims parental responsibility over it. Whether this is the biological parents, an adoptive family, or the State, it is this act which establishes the child as a member of a member of society and establishes the legal and moral place of that child within society.
There's really no specific time this has to occur, but it cannot occur before birth-- and if it doesn't occur shortly after birth, the child will not survive.

If the parents decide that they are going to keep the child after conception it should be given the same protections under the law as any other member of society.
