Really though, why do regular posters have access to mod boxes and DM warning boxes? It seems a bit clumsy to leave access to those features open to all.

Oh for ****s sake...how do you turn them off? Since you want to act like you know so much, how would you turn those tags off for people other than mods?

Hmmm.....vbulletin doesn't have options for certain tags to be active only for mods, by permission?
 
Yes, it is against the rules, though I honestly feel it should be included in the forum rules and not tucked away (at least, best I can tell) in the BBCode section. You can find the rule against it here:

If you scroll down to either the moderator box or the DM box, you can see it is explicitly forbidden by regular members.


But, again, I feel like if they wish to be fair in their enforcement of this as a rule, it should be included in the actual list of forum rules. But, at the end of the day, it is their forum and they are welcome to run it as they see fit.
