In the past, the Earth's circumferance has been increasing. University of Utah has found a cooling trend, in Sub-crust rocks of the US, which will cause the surface of most of the US to fall below sea level, over time, as the Sub-Crust rocks cool, taking perhaps Billions of years. Derrick Hasterock had an article publised in the Journal of Geophysical Research - Solid Earth.

from the sound of it, it seems cyclic, but maybe I am just mis-interprerting it. Hopefully not.
EDIT: Hopefully this does NOT necessarily mean land flooding for all the areas impacted by this.
