This move really puts Bush in the hotseat.
Regarding a pardon - if he does Pardon Libby, the majority of Americans will be it for what it is, payback for keeping his mouth shut. With Bush's approval rating already at an all time low, he can't afford to have it drop further. The pardon will just cement in the public's mind the corruption that this administration has been involved in.
On the other hand, Bush has been loyal to Cheney and Cheny will want to reward Libby and further, who is to say that IF Libby were to go to prison he would feel betrayed and would start to talk. Afterall, if he were promised that if he kept his mouth shut, he would be protected and Bush doesn't follow through he could begin to spill the beans.

This is why I believe that Bush WILL pardon Libby. It makes political sense because despite what will likely be a further deterioation of his approval ratings, he is between a rock and a hard place and it is the lesser of two difficult choices.

Personally, I hope Bush DOES Pardon Libby...because as I said, it will just further cement in the minds of the public what a disgrace this man and his entire administration have been to this country.
Libby going to jail I couldn't care less about, he is clearly the sacrificial lamb that Cheney/Rove manipulated to protect themselves.

Yes Bush seems to be in a no-win situation, but I believe that his advisors would see it more prudent to risk Libby talking and let him be jailed, as it's easier to call him a liar with his history of lying than it is to defend another corruption issue, considering the topic of special treatment is fresh on the public's minds.

How does he lose by pardoning Libby? His repuation isn't going to get worse.

Allusionation

In pardoning Libby, it would be reasonable to assume that the public would react strongly to an affluent man being allowed to ignore our judicial process which every other citizen is expected to adhere to (hence the special treatment controversy.) This reaction would affect not only Bush, but the government he represents. His successes and losses will be talked about and investigated long after his term is up, so being a lame duck president still doesn’t give him the right to make decisions that blatantly spite the public.

If he doesn’t pardon Libby, he may not be losing in the literal sense, but I’m pretty sure he won’t be considering it a success either. I used the term no-win because sentiment seems against him to the point that he really can’t win in whatever he does anymore. I’m not trying to paint a dire picture of possibilities, simply sharing my views based on my observation of public tendencies.
