State records show Cowal is a registered sex offender and has an extensive record of arrests for alleged offenses beginning in 1993, ranging from burglary, lewd and lascivious or indecent assault upon a child, trespass, aggravated assault, driving under the influence, probation violation and high-speed fleeing from law enforcement. He was sentenced to 23 months in prison between 1993 and 2000.

So...I don't get it. Are sex offenders not supposed to be lucky? Are they supposed to live in poverty their whole lives? Should the government control how much money you have based off of how many laws you have broken? I have a speeding ticket, what's the maximum amount of money you think I should have?

What amount of money can ever repay someone who has been subjected to a sexual attack?

Presumably NP has a particular pay scale in mind for such a compensation scheme.
With the number of Sexual predatory attacks committed in the US linked to the number of times a sexual predator wins a Lottery, I doubt very much whether any victim in particular would receive very much cash.

I like to believe in karma and people getting what they deserve so crap like this makes me cringe. He has every right to win the lottery but man it's so hard to believe in a "bigger picture" and "meaning" in life when you hear this kind of thing.
