1. Sex Offender does not necessarily mean "child abuser". There are many people who are required to register who are not pedophiles.
2. Registration does not necessarily mean it was a heinous crime. In California, Sex Offender registration is required even for misdemeanor sexual battery. Do you know what that is? That would be something like slapping somebody's butt in a bar, pinching a girl/guys butt at school, grabbing a breast over clothing.
Granted....I am not saying these are things that should be encouraged. But the public has a HUGE misconception over registered sex offenders. With the advent of public extremism in such things as "Megan's law"...it was turned the public into a "mob" mentality. True...there are some offenders that probably should be closely monitored....but is it fair for someone who committed one of the aforementioned crimes to be branded a "sex offender" and subjected to that type of ridicule?
3. Civil laws allow sex offenders to be sued. Several people stated that the sex offender who wins the lottery should be required to give the money to the victim. That is already the law....if the person sues and receives a judgement...meaning the jury or judge or settlement determine that they are entitled to monetary damages....the law allows for attachment of lottery winnings.
I am not a "Pro" Sex Offender. However, I think you need to have balance. The law provides the punishment for the offense...but yet many of these guys are hounded and subjected to continuous abuse even after serving their time. Maybe you disagree that they should be released. If you have a problem with the sentence...contact your representative....and work within the system to change the law. What I cannot condone is mob mentality that reeks of vigilantee-ism. While there are some crimes that are so heinous that the person SHOULD spend the rest of their life locked up, there are many others that span the entirety of the spectrum. Its important to use discretion and realize that not every act and every person should be treated exactly the same.

I can't stop them and demand they let me see who they were talking to. And, how many people remain in a conversation when the police stop them?
