This is not how things work there. Even if the Palestinian Hamas commanders agree to a cease-fire, so far you can not exclude that some subgroups do something else or get orders from somewhere else, the same seems to be the way with al-Aqsa Brigades.

I understand that, Volker. It just doesn't give me much faith in a government that seems resistant to cracking down on these militants that seem to run so rampant. When you include this along with their charter, makes me wonder how committed to peace they are/were.

Yes, it should be possible for them to stop the Qassam rockets firing against Sderot by put an amount of policemen to Beit Hanoun and the neighbouring area. They have like 10,000 policemen in Gaza and Beit Hanoun has like 35,000 inhabitants with many of them being mad at the militants for endangering them by their actions. It should be possible, if they were actually interested in doing so.
