He would be an idiot if he did.
Russia on vast income from it's Oil / Gas/ Other wanted Minerals is fact becoming an extremely wealthy nation. In future years once it has overcome it's outdated manufacturing it will become as wealthy if not more so than the USA.
India is an innovative nation, extremely clever and well educated ppl, with the newly found ability to operate in the manner of other western style nations.
These two nations along with China will be the ones to rule the roost in the very near future.
We ignore them at our peril.

This is good that Russia and India have taken this position. China has actually been calling for a weapons-free space for years, but it is the United States that has been dragging its feet. China's recent power display was designed to focus America's attention on this issue, and it seems to have worked.

Maybe now that a potential adversary is capable of weaponizing space (as we already are), our government will be more willing to discuss the issue.

Those who call for a 'Weapons free' outer space are generally the ones who are overtly spending enormous amounts of money developing exactly what the publicly decry.
India, Russia, Us, China, Japan, EU, France are all in the process of outer space weapons development.
Was the US able to trust declarations of innocence by the Russians / Chinese during the 'Cold war'?, conversely did the Russians / Chinese believe the declarations made by the US?
The answer, obviously is no.
If the various nations were unable to trusts each other then, what gives you the idea they are more trustworthy now?
Space weapons are already a fact, they have already been deployed in space, they have already been tested.
I would say to all who would wish for mankind to be rid of constant warring on each other to frow up, man is instinctively a killer species.
Unfortunately, unlike most species which kill for food, territory, sex, man also kills for idealogical reasons.
