Many corporations have more financial resources than entire governments. Governments respond to money. Money is power. It's why the companies end up being let into India and China. They need the money and the multinationals know it.

And even with such expenditures, it is still cheaper than domestic production.

First of all I'm not from China and I'm not a Chinese national, I'm a white guy from Canada that just happens to know their culture and practice one of their ancient traditions, so my voice here carries no weight. Actually, the idea of a foreigner having any political say here made me laugh out loud for a moment, just now.

And yes I can complain about the U.S. China is #1, and the U.S. is a close #2 in the pollution department. China only recently overtook the U.S. in the #1 slot within the past two years. China is a developing nation that has to endure polluting factors en route to industrialization, for now... and even though this is the case, it is implementing more clean burning coal generators than the U.S. is. Ever heard of the Three Gorges Dam? Not the most people-friendly project to the locals, I admit, but it has replaced coal power in several provinces.

Conversely, the U.S. is a fully developed nation. It has no excuse for its lack of reform. It's funny because even after it exploits the resources of foreign countries and externalizes costs, it is still, domestically, the second most polluting nation on earth. Go figure.

You forgot to mention the financial incentives the countries offer to companies to relocate to them.

I didn't say you were Chinese. But if you're so concerned about it, I figured you would be out protesting their policies.

The U.S. is not even close to being #2. Actually we are ranked at #39 from the top. China and India aren't even in the top 100. Cities in China and India comprise 18 of the top 20 worst polluted cities in the world.

Once again, the U.S. is not even remotely the second most polluting nation on earth.

The United States has some of the most stringent air quality standards in the world.
