All that he has already done is just show that if you have enough money you can find ways to conserve energy. Most of his proposals are not viable to the mass market.
Someone needs to come up with an education program that teaches the ordinary consumer how to consume less, or suffer the consequences of paying extra for being wasteful. I favor a progressive rate structure for utility bills. If you have a big house, you pay big bills, with some reductions based on how many people occupy the house. A family of 5 in a 4 bedroom 2000 sq. ft. home would pay a reasonable rate, a family of 2 in a 3500 sq. ft. home would pay a lot more, unless that home was built to be energy efficient enough to use less power and water than a smaller home.
It can be done. My house is 4500 sq. ft. counting the unfinished basement, and our bills are quite a bit less than a lot of much smaller homes in the neighborhood. Our only AC unit is 2.5 tons, even tho the contractor
"estimated" that we needed 5 tons downstairs and 3 tons upstairs.
Builders who throw together poorly designed and/or built homes should be fined, and the fines used to reward the better builders.
