No, I wouldn't say you'd need nuclear weapons but a sizeable invasion army at very least, which at the moment would probably be on a draft basis.
You should see the British film 'Threads'. It was made in the 80's and incidentally is set in the city where I am living (which was a target during the cold war). It is about a nuclear war that escalates and the after effects of it.
Funnily enough, the hypothetical situation that triggers this nuclear war is the American invasion of Iran...scary!
