No actually there isn't please show me where it says that because all I see is the separations of powers made up of three separate but equal branches of government the executive, the legislative, and the judiciary each one of which can not usurp the powers of the other and to do so as in the case of the FISA act where the legislative branch infringes upon the executives constitutional authority is a blatant violation of the Constitution even the FISA court itself agrees with me, that is precisely what the F.F.'s warned us about when they said tyranny results when all of the governmental institututions are under the same hand IE when the Monarchy was the head of state and the head of the judiciary.
