Basically each party in each state makes its own rules for the primary elections. The Virginia GOP requires 15,000 signatures to get on the ballot. Only Romney and Paul met the requirement.

The rules are what they are. Some states have rather byzantine rules e.g., New York State. Campaigns need to do their homework ahead of time and do what it takes to get on the ballot.

In any case, for all intents and purposes, this is really a moot point. The comatose Perry campaign has bigger things to worry about than Virginia e.g., trying to survive.

Perry lost his "appeal" to voters months ago. He's been a dead fish in the water since early fall.

Thanks for sharing this vital update, AdamT. Have to wonder if the Perry camp considers this "the writing on the wall"? His next move could bode well for either Gingrich or Santorum depending upon if and when he withdraws, and decides to throw his support one way or the other.

And that should be the end of that.

Basically, the constitution lets the states determine how the elections are held in each state. Therefore the rules are all over the place. Kind of insane. It's something the two parties use to battle against third parties all the time. Have ridiculous standards for anyone not in the Dems or Repubs and then also change rules from election to election. Constantly moving the goal posts.
