Re: Only 25 % high school graduation rate in Detroit, worst in nation.

High school has not been de rigeur for anybody up until this century; and certainly not for everybody.
Personally, I'm far from persuaded that it "should never be considered unfeasible for anyone", or that the only alternative should be incarceration.
Until the present day, it's never in history been considered appropriate or feasible that all- or even most- young people receive secondary education.
In previous times, kids who didn't want it found positions or apprenticeships for themselves, got married and started having babies, or ran away to war or to sea.
